It locks up indicating "Installing... Uninstall TestTrackClient.exe"

We have run into this issue in both Windows 7 and 10, when:

* Installing from a network share.  It is vital to copy the installer to a local drive before starting, to avoid issues with network latency / dropouts.  You can delete the copy later.

* Installing without "Run As Administrator".  The installer must Run As Administrator (use right mouse button).

It sounds like you are running an older installer since you are referencing TestTrack and not Helix ALM. I would recommend contacting Perforce support via phone or email. They can then gather additional information about the issue, such as the TestTrack version and environmental details. The support team would then be able to better assist you.
