You asked about "all" text fields. The formatting toolbar is only available for formatted text fields (ex: fields that allow changing of font size and color). The Description field for an issue is a formatted text field, while the Summary field is a text field but not a formatted text field. So if your question is how to get the formatting toolbar to show up in fields like Summary, the answer is that you cannot do so since Summary is not a field that allows formatting.
You also referenced the Tools > Local Options... > Formatting > Formatting Toolbar settings. The three options work as follows:
- Show formatting toolbar when text field is active -> The toolbar will only be shown on the field when the field has focus. So if you have multiple formatted text fields on a window, the formatting toolbar will only be shown for the field that has focus. If none of the formatted text fields has focus, then no formatting toolbar is displayed. The advantage of this option is that the toolbar is not taking up screen space when the text field is not active.
- Always show formatting toolbar in text fields -> The toolbar will be shown on the field even if it does not have focus. So if you have multiple formatted text fields on a window, the formatting toolbar will be shown multiple times. The advantage of this option is that the text field contents do not visually jump up and down when the field gets focus and loses focus.
- Never show formatting toolbar in text fields -> The toolbar will be not be shown on the field even if it does have focus.
I tested this in Helix ALM 2017.3 and all three options are working on my system. You may need to close & reopen any Edit windows after making a Local Options change. If these options are not working as described above, please contact our support team so they can investigate further.
