The Helix ALM installer bundles a sample project named Scrum Template, so you may have installed that already. Sample projects are only installed on a brand new server installation because we don't want to overwrite any existing project databases. If you already have the server installed, you can install on a new PC to get the template or talk with Perforce Support to get a copy of the Scrum Template.

Once you have the sample template project installed, you can make copies of this template for new projects. In the Helix ALM Server Admin Utility, go to the Projects dialog, select the Scrum Template project, and then press the Create from Template button.

Regarding the removing of Issues, Requirements, and Requirement Documents functionality, you have a few options:
1. You can remove this functionality for all users for this project by turning off a project option. Go to the Project Options dialog and then the General category. Uncheck the "Allow users to access requirements and documents" option and the "Allow users to access issues" option.
2. You can remove this functionality for specific users for this project by turning off their security. Go to the Edit Security Group window for the specific security group. In the Command Security >> Issues category, press the Disable All button. Do the same operation for the Issues >> Events, Requirements, Requirements >> Events, Requirement Documents, and Requirement Documents >> Events categories.
3. You can remove this functionality for specific users for all projects by not assigning those users a Helix IM or Helix RM license in the License Server.
