We need to use a Government Warning page before the web login for Helix ALM.

This warning also has to appear if someone has a bookmark to a page past the login. For example, If a user isn't logged in and tries to go to the bookmark, the site will redirect to the login page. Instead, we need it to go to the warning page, deal with SSL and certificate stuff, user will click an "Accept" button and then be redirected to the login page.

I'm almost positive I could do it if I have source code, but I don't and probably never will. Any ideas on how to accomplish this?
